David Porter

Bio

David retired in 2014 after 37 years as a Health and Safety Inspector with the Health and Safety Executive (HSE). He spent the last 25 years specialising in safety management. In the 1990's he was closely involved with the development of HSE guidance on health and safety management such as Successful Health and Safety Management, (HSG65). He has been involved in the inspection of large high hazard organisations across a range of industries and also participated in a management audit of Railtrack after the Ladbroke Grove incident.

For the last 15 years David worked in the Nuclear Directorate of HSE, (now the Office for Nuclear Regulation). He was appointed as a Public Member of Network Rail in 2011, a position he held until June 2015 when the Secretary of State for Transport became the sole member. He has been a member of IOSH since 1983, a Fellow since 1988 and became a Chartered Fellow following incorporation.

Committee Background

The Railway Industry Health and Safety Advisory Committee (RIHSAC, previously known as RIAC) provides advice on railway health and safety, exchanges information, comments on proposed new regulations and guidance and works to progress health and safety issues and other related developments within the industry.

The RM3 Board exists to direct the development, promotion and wider use of the Risk Management Maturity Model. Organisations strive for excellence in risk management by performance measurement against a series of criteria in RM3 by focusing on relevant areas to continue to drive improvement in risk maturity.
