<p class="TopParagraph">The ILO is implementing a project on Human
Resources Development in Albania. Some experts are required to
carry out the tasks of the project. The overall objective of the
project is to improve the labour market and the quality of human
capital.</p>
<p>The project is composed of three main technical components all
linked to the improvement of labour market institutions and
increasing employability of the Albanian labour force:</p>
<p>Component 1 - Modernization of the State Labour Inspectorate
(SLI);<br />
Component 2 - Modernization of the National Employment Service
(NES);<br />
Component 3 - Vocational Education and Training (VET)

dedicated entirely to anyone&nbsp;with an interest
in&nbsp;International occupational health and safety (OSH) debate
and development.</p>
<p>From&nbsp;Monday 15 October, the IOSH <a onclick="window.open(this.href, '_blank'); return false;" href="http://www.linkedin.com/groups/IOSH-International-Subgroup-4667590" onkeypress="if (event.keyCode==13) {window.open(this.href, '_blank'); return false;}">
International LinkedIn Subgroup</a> will&nbsp;aim to encourage
debate on&nbsp;OSH that looks to global developments for
inspiration, aspiration and learning, and get people involved in
discussions, networking, and knowledge and good practice
sharing.&nbsp;</p>
<p>Following in the footsteps of IOSH's first two
subgroups,&nbsp;which focus on the construction and&nbsp;railway
sectors and&nbsp;launched in the summer of 2012, the International
subgroup is the third of&nbsp;its kind. It will be subgroup to its
LinkedIn&nbsp;parent, the&nbsp;official IOSH LinkedIn Group, which
launched in June 2011 and to date&nbsp;is&nbsp;nearly 6,000 members
strong.</p>
<p class="blockquote">Speaking about the initiative, IOSH Steve
Granger sent his congratulations on "another IOSH launch into the
International arena" and looked&nbsp;forward to "news and views
from members around the world".&nbsp;</p>

<h3>AYUTTHAYA : Over 3,000 workers at a jewellery factory in Bang
Pa-in district have been evacuated, while 50 were rushed to
hospital after inhaling a toxic vapour in a repeat of a chemical
accident at the plant.</h3>
<p>On Thursday 15 July 2010, 300 workers were taken to hospital
after a fire broke out in a control room at Marigot Jewellery
(Thailand) Co, located in the Hi-Tech Industrial Estate. The
workers become sick after inhaling chemical vapour.<br />
&nbsp;<br />
A 28-year-old male worker, Manoj Korbangklang, died yesterday
morning after suffering chest pains. Manoj was among workers
evacuated from the factory when the chemical leak occurred.
However, he did not go to the hospital.<br />
&nbsp;<br />
Doctors at Bang Pa-in hospital have yet to determine the cause of
his death. After the incident, plant executives told authorities
there was no leakage of any dangerous chemical, saying there was
only a fire accident during construction work.<br />
&nbsp;<br />
Despite the accident, the plant resumed operations yesterday with
about 3,000 employees turning up for work. Only two hours after
work started, staff suffered similar symptoms of breathlessness and
fainting after inhaling toxic chemicals.<br />
&nbsp;<br />
Around 3,000 workers were evacuated from the plant. Fifty people,
including some pregnant women, were taken to hospital. Rescue
workers yesterday said they faced difficulty in sending workers to
doctors because plant management did not allow them to enter the
premises.<br />
&nbsp;<br />
Industry Minister Chaiwut Bannawat and provincial industrial
officials inspected the plant yesterday. Mr Chaiwut said the
accident took place at a building where construction work was
taking place to expand the firm's production line.<br />
&nbsp;<br />
The minister suspects a spark from the construction work might have
started the fire, which caused smoke that made the workers sick. He
said the plant called back workers yesterday because they thought
the situation was under control.<br />
&nbsp;<br />
Chief of Ayutthaya's industrial office Prayoon Tingthong insisted
there was no chemical explosion or leakage at the plant. Mr Prayoon
said construction workers doing welding work accidentally sparked a
fire in a big plastic pipe containing chemical dust. The fire
spread quickly because the pipe was made from flammable plastic
material.<br />
&nbsp;<br />
Smoke from the blaze was sucked into the plant's ventilation system
and emitted outside the room. Marigot Jewellery is not on the list
of 74 plants in Ayutthaya registered to use hazardous industrial
chemicals, Mr Prayoon said. Pol Lt Col Sompit Siangsawat, a senior
forensic policeman, said the vapours that workers had inhaled came
from a burned plastic pipe.<br />
&nbsp;<br />
The chemical dust contained in the pipe was hydrocarbon-based which
was not thought to be a life-threatening substance, he said.<br />
Ayutthaya deputy governor Tawee Naritsirikul said he had instructed
the plant management to seal the control room and implement safety
measures to prevent such an accident from occurring again.<br />
&nbsp;<br />
He also instructed the firm to take care of the injured workers, 12
of whom are still in hospital, and shoulder all the medical costs

<p class="TopParagraph">MARITIME Union members have walked off
wharves nationwide after a man was crushed to death in a crane
accident at the West Melbourne docks.</p>
<p>A 41-year-old father-of-two, from Dingley Village in Melbourne's
south-east, was killed when a 2.7-tonne steel beam fell from a
crane and landed on him.</p>
<p>WorkSafe Victoria said the worker was rigging a drum to a
lifting device with the steel beam when the hydraulic brakes failed
to operate together and caused the beam to fall. The man was a
long-term employee of P&amp;O Automotive and General Stevedoring
(POAGS), and was moving cargo at Appleton Dock when the accident
happened.<br />
Ambulance officers were called about 9.15am yesterday, but the man
died at the scene.<br />
&nbsp;<br />
In response to the accident, the Maritime Union called a stop-work
at the company's wharves in 15 ports around Australia, until noon
today.<br />
&nbsp;<br />
The national secretary of the union, Paddy Crumlin, said it was the
third death associated with the company in four years. ''They've
got the worst track record in an industry that overall has an
appalling record.''<br />
&nbsp;<br />
He said the stevedoring industry was in crisis and needed tougher
national legislation, better safety enforcement, and more effective
training.<br />
&nbsp;<br />
"How can I assure partners and families, mothers of young families
that they need not fear about their husbands going to work in the
morning? The fact is that it's hard to make that promise and it
makes me sick to the stomach that that is the truth."<br />
&nbsp;<br />
POAGS spokesman Dan Blyde said the company was investigating.<br />
&nbsp;<br />
"This is a terrible tragedy and our deep sympathy is with our
employee's wife and family. POAGS has a safety management system
that is consistent with national industry standards and complies
with all relevant legislative requirements. The safety of our
workforce is paramount, which is why this tragic death of one our
employees today is so shocking and of great concern.''<br />
&nbsp;<br />
He said all staff on the site had been offered counselling.<br />
&nbsp;<br />
WorkSafe's Manufacturing and Logistics Director Ross Pilkington
said five Victorian workers had died in the past year from things
falling on them and this was the sixth workplace fatality in
Melbourne in 2010.<br />
&nbsp;<br />
Accidents involving cranes and other large machines could have
''horrific consequences,'' he said. WorkSafe is investigating the

<p>In China a factory worker has died after falling from a high
building, the latest in a string of such deaths at the same
plant.</p>
<p>The man, who was 19, was employed by Foxconn, a Taiwanese firm
(also known as Honhai) which makes computers, games consoles and
mobile phones for companies like Apple, Hewlett Packard and
Sony.<br />
&nbsp;<br />
Nine people have died after falling off high buildings at the
factory this year. Two others were seriously injured.<br />
&nbsp;<br />
Police are not saying yet whether this was a suicide attempt, a
suspicious death or an accident.<br />
&nbsp;<br />
It happened just one day after Foxconn started playing music to
workers on the assembly line to try to ease the pressure on
them.<br />
&nbsp;<br />
Before this latest incident the company's founder had denied he
worked his staff too hard.<br />
&nbsp;<br />
But he had promised a plan to improve working conditions within a
month.<br />
&nbsp;<br />
Some analysts believe the factory is dealing with a suicide
cluster. Once the notion of suicide spreads among a group of young
people it is hard to reverse.<br />
&nbsp;<br />
Others point out that the plant is huge; 420,000 people are
employed there.<br />
&nbsp;<br />
In a population that size the number of apparent suicides seen so
far this year is in line with what might be expected.<br />
&nbsp;<br />
But the company has admitted it stopped a further 30 people trying
to throw themselves off high buildings in a three-week period
earlier this year.<br />
&nbsp;<br />
That is why one reason it is started to recruit singers, dancers
and gym trainers to help off duty staff relax and it says it will
employ more psychiatrists too.<br />
&nbsp;<br />
It has brought in Buddhist monks to try to rid the plant of evil
spirits and it is also building 3m-high fences to try to stop
people jumping off the dormitories.</p>

<h3>Staff suffer health decline after supplier's use of toxic
chemical to clean western gadgets.</h3>
<p>Next month, amid the usual hoopla, <a href="http://www.guardian.co.uk/technology/apple">Apple</a> is expected
to officially unveil its latest gadget: <a href="http://www.guardian.co.uk/technology/pda/2010/apr/26/iphone-gizmodo-police-search-apple">
the much-awaited iPhone 4G</a>. But halfway round the globe from
the company's California headquarters, a young worker who has spent
months in an eastern</p>
<p>Chinese hospital wants consumers to look beyond the shiny
exterior of such <a href="http://www.guardian.co.uk/technology/gadgets">gadgets</a>.<br />
<br />
<span class="blockquote">"People should know what we do to create
these products and what cost we pay," said Bai Bing as she perched
on a bed in her ward.</span></p>
<p>She is one of scores of young workers in the city of Suzhou who
were poisoned by the chemical n-hexane, which they say was used to
clean Apple components including <a href="http://www.guardian.co.uk/technology/iphone">iPhone</a> touch
screens.</p>
<p>Wu Mei &ndash; who, like the others, asked the Guardian to use her
nickname &ndash; recalled her fear as her health suddenly deteriorated
last spring.<br />
<br />
At first, she thought she was simply tired from the long working
hours at Wintek, a Taiwan-owned electronics giant supplying several
well-known brands. She was weaker than before and noticed she could
not walk so fast.<br />
<br />
<span class="blockquote">"Then it became more and more serious. I
found it very hard to go upstairs and if I squatted down I didn't
have the strength to get up. Later my hands became numb and I lost
my balance &ndash; I would fall over if someone touched me," she
said.<br />
<br />
By summer, she was admitted to hospital, where doctors struggled to
diagnose the cause. "I was terrified. I feared I might be paralysed
and spend the rest of my life in a wheelchair," she
said.</span></p>
<p>Because she was using n-hexane directly, she was one of the
first and worst affected.<br />
<br />
But more and more workers from the same room were suffering
headaches, dizziness and weakness, and pains in their limbs.<br />
<br />
An occupational diseases hospital which saw several victims
diagnosed the problem in August and Wintek stopped using the
chemical. But thanks to the previous months of exposure, at least
62 workers would require medical care. Many spent months in
hospital.<br />
<br />
Some believe more employees left Wintek after being taken ill,
before they realised what was wrong.<br />
<br />
Prolonged over-exposure to n-hexane can cause extensive damage to
the peripheral nervous system and ultimately the spinal cord,
leading to muscular weakness and atrophy and even paralysis, said
Paul Whitehead, a toxicology consultant and member of the UK's
Royal Society of Chemistry. It can also affect male fertility.
Recovery can take a year or more.<br />
<br />
The chemical's potential risks are well-known in industry, as are
safe exposure limits. But the Wintek manager who decided to switch
from alcohol to n-hexane for cleaning &ndash; apparently because it dried
more quickly &ndash; did not assess the dangers. It was used without
proper ventilation.<br />
<br />
The change was obvious; workers disliked the pungent smell of
n-hexane. But they had no idea it might affect their health.<br />
<br />
<span class="blockquote">"We hadn't even heard of occupational
illnesses before," said Wintek worker Xiao Ling.<br />
<br />
"I'm very, very angry," added Wu. "I thought they behaved too
badly."</span><br /></p>
<p>Asked if they knew what products they were working on, three of
the affected Wintek employees said team leaders told them they were
working for Apple. They instantly recognised pictures of an iPhone
and said they were cleaning touch screens, adding that items for
other brands were not affected because Apple had isolated its
production line. A lawyer acting for 44 of the poisoning victims
also said several had named Apple.<br />
<br />
Wintek, which does not discuss its clients, said it had replaced
the factory's general manager.<br />
<br />
It now notifies workers whose jobs may involve risk in advance, has
tightened procedures for the introduction of new chemicals, and
carries out medical checks. It has paid medical fees for those
affected and says it will pay compensation according to the
law.<br />
<br />
Given that the assessment and appeals process for compensation can
take as long as a decade, lawyers hope the firm will pay quickly as
well as fairly.<br />
<br />
Other patients at the hospital say they too became sick while using
n-hexane on Apple products.<br />
Bai Bing said she and her colleagues were cleaning components
including Apple logos &ndash; the kind that appear at the bottom of
desktop screens &ndash; when she fell ill.<br />
<br />
Her employer, Yunheng, could not be reached, but work safety
officials in Suzhou have said eight employees were poisoned there
as they carried out work sub-contracted by another firm,
Surtec.<br />
<br />
A Surtec employee confirmed that it made Apple logos, but a
spokesman said it knew nothing about Yunheng or the
poisoning.<br />
<br />
Wintek has previously faced questions about its treatment of
workers, with disputes in Taiwan and at another plant on the
mainland. The Suzhou case only grabbed public attention when
lingering concern over the poisoning and anger over unpaid bonuses
sparked a mass protest.<br />
<br />
Wintek blamed a misunderstanding and said bonuses had been paid and
the dispute &ndash; like the other conflicts &ndash; resolved. It added that it
had worked to improve communications with workers.<br />
<br />
There is no suggestion that Apple was responsible for the use of
n-hexane.<br />
<br />
Apple declined to answer questions about the poisonings or about
the firms involved, saying it does not reveal who it works with,
although its spokeswoman added that Wintek had been "quite
proactive" in discussing the issue. Instead it pointed to its code
of conduct, which sets strict requirements for working and
environmental practices, adding that many suppliers say they are
the only customer carrying out such checks.<br />
<br />
But the 2010 audit shows that manufacturers are routinely breaching
the code. The majority &ndash; 54% &ndash; broke the 60-hour weekly work limit
more than half the time. Another 39% failed to meet occupational
injury prevention requirements; 17% failed on chemical exposure
standards; and 35% did not meet wage and benefits requirements,
with 24 of the 102 factories audited paying less than minimum wage
for regular hours.<br />
<br />
Three facilities used underage workers and three had falsified
records. Apple said it terminated the contract in one of the latter
cases, and required suppliers to make improvements and submit to
reviews following other breaches.<br />
<br />
It has also trained more workers about their rights. The firm
argues that publishing the audits provides a level of
transparency.<br />
<br />
But until it identifies its manufacturers, outsiders have no way of
assessing how well its policies are working and what action it is
taking to deal with problems such as the n-hexane poisoning.</p>
<p><span class="blockquote">"Apple is the most paranoid about
commercial and product secrecy. That's getting in the way of
ensuring workers' rights are protected," says Geoff Crothall of
<a href="http://www.guardian.co.uk/world/china">China</a> Labour
Bulletin, a Hong Kong-based organisation campaigning for workers'
rights.<br />
<br />
The US giant &ndash; which last month reported quarterly profits of more
than $3bn &ndash; could afford to monitor factories with serious issues
"day in, day out" if it wished, he added.<br />
<br />
"Apple products are not cheap and most Apple customers are willing
to pay a premium &ndash; so why not add a tiny little bit extra to ensure
working and environmental standards are met, as well as product
quality?" he asked.</span><br />
<br />
In the meantime, while Wintek says most of the poisoned employees
have returned to work, at least some are opting to protect
themselves by leaving factory life.<br />
<br />
<span class="blockquote">"I want to be as far as possible away from
chemicals and the electronics plants," said Bai Bing. "I want some
job, safe."</span><br /></p>

<p>The source of the radioactive Cobalt-60 at Mayapuri scrapyard
that killed one person and left seven seriously ill from exposure
has been traced to a laboratory in Delhi University (DU). As a
result, DU stands to lose its license to conduct practical research
involving nuclear radiation.</p>
<p>The toxic material, the police said, came from an imported gamma
irradiator machine DU's chemistry department stopped using in 1985.
It plunked the machine in a room with other scrap and forgot about
it for 25 years. On February 26 this year, DU auctioned off the
machine and other scrap to dealers in Mayapuri for Rs 1.5 lakh.</p>
<p>The scrap dealers dismantled the equipment and in the process
peeled off the lead covering, exposing themselves to radiation, the
police added.</p>
<p class="blockquote">"We showed the victims pictures of the
radioactive material," said Sharad Aggarwal, deputy commissioner of
police (west). "One of them recognized it and told us he had bought
it in an auction from DU."</p>
<p class="blockquote">"We will first cancel DU's licence and then
decide on other penal action," Dr S S Bajaj, chairman, Atomic
Energy Regulatory Board, told the Hindustan Times.</p>
<p>The chemistry department head had switched off his phone and was
unavailable for comment but top Delhi Uinversity (DU) authorities
claimed to be as shocked as everyone else.</p>
<p class="blockquote">"I don&rsquo;t know if the cobalt-60 source was
procured from the chemistry department auction," said
vice-chancellor Deepak Pental.</p>
<p class="blockquote">"I will institute an inquiry to see if there
was any negligence on their part."</p>
<p>University sources told Hindustan Times that the department had
auctioned a lot of old lab material in the last two-three
years.</p>
<p class="blockquote">"The department sought special permission
from the V-C as a lot of equipment was lying unused for as many as
30 years. We sold off mainly old instruments," said a faculty
member who did not want to be identified.</p>
<p>Cobalt-60 is a radioactive isotope of cobalt, a hard, grey
metal. It is used in cancer therapy machines and other medical
equipment.</p>

of a Thai national at DMRC's construction site in Jungpura.</p>

beginning of Metro work in October 1998.</p>
