Carl Hagemann BA(Hons) CMIOSH MISRM PGCE
Position
Executive Committee Member
Place of birth
South Shields
IOSH background
I studied at South Tyneside College for the NEBOSH Cert and
Diploma.
I have been a branch member for five years, and I joined
the Tyne and Wear Branch Executive Committee in 2008.
Branch activity
- Member of Tyne and Wear Branch 2004 to date.
- Executive member 2008 to date.
Professional experience
I have worked in local government for most of my
career, mostly in the leisure sector. My employers have
included South Tyneside Metropolitan Borough Council, Newcastle
City Council, Chester le Street District Council, Blyth Valley
Borough Council and presently Sunderland City Council.
I started as a beach lifeguard in 1984. One of my claims to
fame is having worked at every pool in Newcastle! I bet you did not
know there was a swimming pool built into the Byker Wall. I am a
graduate in business studies and marketing and also hold a PGCE
among other qualifications, and have a particular interest in
the law of tort.
My involvement with health and safety started when I was
responsible for the design, procurement and maintenance of
playgrounds in south-eastern Northumberland, starting with the
NEBOSH Certificate and then on to the Diploma. My career then
expanded into event management and then into events
safety, and I'm now the Event Safety Co-ordinator for
Sunderland City Council, working on events such as the
Sunderland International Airshow.
Membership of professional bodies and working groups

- The Play Safety Forum is an independent forum
hosted by Play England as part of Play England's work to research,
develop and advocate effective policies and good practice for play
provision. The areas of interest and delivery of the PSF are
defining the role of risk and challenge in play and play provision
and advising on policy in relation to risk and safety in places
where children play. Its members include the HSE, RoSPA and
the Child Accident Prevention Trust. The Current PSF publication
Managing risk in play provision has just been
launched.

National Outdoor Events Association
- I am the ISRM representative for NOEA.
Established in 1979, the National Outdoor Events Association has
over 500 members, including local authorities, festival and event
organisers, universities, suppliers of equipment and
services, and practitioners generally in the world of outdoor
events. NOEA's policy is to educate, share ideas and best practice,
and develop knowledge and skills and to promote networking.
-
Event Industry Forum
- This is an informal body which meets twice
a year for events industry trade associations and similar
bodies to discuss issues of common interest. The EIF has played a
significant role with the HSE in the past and current
development of HSG 195 (Event Safety Guide). Current health and
safety issues are regular agenda items. Members include the
Association of Festival Organisers and UK Crowd Management
Association. I am currently tasked with rewriting one of the
chapters of HSG 195 for the HSE in 2009/10.
-
Local Authority Event Organisers Group
- I am an independent member of this group,
which enables national networking on topical issues, shared
experiences and clarification of continuity nationally. Safety is a
constant agenda item that I regularly promote.
-
Amusement Device Safety Council
- I am the LAEOG representative for the ADSC. It
is the policy-making body for safety, self-regulation and technical
guidance in the UK amusement industry. This committee, in
partnership with the HSE, develops the policy for and oversees the
Amusement Device Inspection Procedures Scheme (ADIPS). The ADSC was
instrumental in the creation of HSG 175.
-
Safer Events Policy Group
- The group meets annually to promote interagency
discussion and involvement in the principles of the Safety Advisory
Group as a means of achieving a safe event. The Safer Events Policy
aims to standardise safety requirements and guidance across the
region. I regularly suggest and deliver agenda items at the
group.

Other interests
I'm a keen all-weather motorcyclist. I have a few track days
under my belt now... what a thrill! You may see me on Westgate Road
(the Hill) on Saturday mornings trying to resist buying another
motorbike! I am currently waiting to see whether I get another
place for the London Marathon, and I'm a keen surfer - though
should go more as I live practically on the beach at Tynemouth.
